City of Des Plaines is Hiring a System Administrator Near Des Plaines, IL

Starting Salary:$88,191.00 - $100,000.00 DOQ.

This is a professional position whose responsibilities include the specification, selection, installation, configuration, system management and operation of all enterprise hardware and software for the City of Des Plaines. The System Administrator works to diagnose and resolve hardware and software related issues, maintain all enterprise related assets, applications, and services. The System Administrator is exposed to confidential data, and a heightened sense of discretion is required. 

Position is reviewed and overseen by the Information Technology Manager. This position supervises the Information Technology Specialist and part-time scanner.
  • Provide leadership in resolving technical support issues for the City of Des Plaines.
  • Exercises discretion and maintains confidentiality on information housed within the network folder structure and the Enterprise Resource Planning System (ERPS). Access to and maintenance of confidential information pertaining to labor/management strategy, research and analysis, employee records and investigation materials.
  • Maintain, monitor, and troubleshoot:
    • The City’s physical and virtual server infrastructure.
    • The City’s Windows server environment.
    • The City’s network-based services: Active Directory, Email, File and Print, Barracuda Backup, Network Attached Storage, Cybersecurity, Phone System, and DHCP/DNS.
  • Ensure the City’s files and data are successfully backed up, and the data is synchronized with the City’s on-prem server and hosted environment.
  • Able to replace and/or repair computer hardware and related components.
  • Able to build computers (this includes but is not limited to installing operating systems, and installing and configuring applications, etc.).
  • Able to run network cable (this includes but is not limited to running cables through walls, terminating cable ends with RJ45 connectors, data jacks, or into patch panels, etc.).
  • Maintains and supports the IT Desktop Engineering process.
  • Support hardware/software deployments, in addition to organizational projects.
  • Routinely patch the City’s infrastructure (hardware/software), and enterprise applications.
  • Provide Tier 3 support for the City of Des Plaines employees and escalates to appropriate next level support if they cannot resolve the issue.
  • Work with vendors in the escalation and resolution of Tier 4 support calls for the City.
  • Maintains detailed inventory of all computer equipment and devices.
  • Work with vendors in the research, purchase and implementation of approved technology.
  • Develop technical documentation for Information Technology Staff members.
  • Routinely handles highly sensitive/confidential information:
    • Employment information during the hire/separation process.
    • Grant ERPS (Logos) access levels to City employees per the Finance Director.
    • Complete requests for gathering sensitive data for FOIA requests.
    • Complete requests for gathering sensitive data for litigations.
    • Grant user access levels to sensitive folders upon approval from management.
    • Ability to search and review emails in archiving system and email gateway; and files in SharePoint, Teams, entire backup system, OneDrive, etc. while maintaining confidentiality.
    • Ability to maintain confidentiality in dealing with Police and Fire systems or personnel, assisting with investigations when completing requests for videos, video conversions and handling of files and other sensitive material.
  • Installs, administers, and monitors firewalls, content and spam filters and network equipment logs for security intrusions and vulnerabilities, under supervision of Senior Network Engineer and/or above.
  • Make recommendations for areas of improvement within the enterprise.
  • Acts as one of the designated contacts for Human Resources to establish or terminate employee’s access to the various City Information Technology Systems, (new hires, separation from service, etc.)
  • Responsible for supervisory activities, including written performance evaluations, reprimands, hiring and job descriptions as assigned by the Director.
  • Maintain and support communications systems (desk phones, mobile phones, broadband devices, etc.)
  • Performs other related duties as assigned by supervisor.
  • A bachelor’s degree in computer science or related field.
  • A minimum of three (3) years of experience with at least one (1) of those years in a system administration capacity preferred
  • A combination of education and experience may be substituted to meet the minimum qualifications for the position.
  • Thorough knowledge of Cisco & Microsoft products with the demonstrated ability to manage resources to resolve problems with these products.
  • Thorough knowledge of Microsoft Server Technologies, network security techniques and experience working with Cisco Technologies, with an advanced understanding of hardware and software support.
  • Familiarity with network topologies and integrated multi-topology networks.
  • Demonstrated skill in managing people and resources both internal and external.
  • Ability to learn and perform specialized technical operations relating to the introduction of new hardware and software solutions.
  • Ability to manage and maintain confidential information.
  • Thorough knowledge of the installation, operation and maintenance of both hardware and software and the use of backup equipment in a network setting.
  • Through knowledge of how to support end-users in a network environment utilizing ticketing software.
  • Knowledge of New World/Logos products
  • Ability to analyze complex problems and translate the needs of users and the City into the design of new software and systems.
  • Ability to understand and follow instructions and to communicate effectively verbally and in writing. Ability to focus on detail and follow-up on unresolved items.
  • This exempt position generally works during the hours City Hall is open. This position will be on call during nights and weekends from time-to-time to assist the 24-hour operations of the City.
  • Ability to manage and maintain confidential information.
  • Friendly, customer-service-oriented demeanor and attitude.
  • State of Illinois Class “D” Driver’s License with an excellent driving record.
  • Requires the frequent use of computers, servers, laptops, tablets, routers, switches/hubs; desk telephones and smart phones, copy machines, printers, fax machines, and various hand tools and automotive vehicles as this position requires traveling to various City locations.
  • While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is regularly required to walk; use hands to finger, handle, or feel objects, tools, or controls (keyboard operation); and reach with hands and arms.
  • The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
  • Work is predominantly performed in an office setting where the noise level is usually quiet. Occasionally may be exposed to working conditions outside of the office which may include working outside during various types of weather, in extreme temperatures and in confined spaces where the employee would be exposed to dust, fiberglass, paint, gas; electrical hazards from high voltage and hot wires; high noise level around heavy equipment, compressors, and mechanical rooms.
